The Airport City Hospital (ACH), promoted by Dr. Joseph A. Boateng, seeks to provide a first-rate medical tourism experience for countries in the West African sub-region. Dr. Boateng, MBChB, MPH, FGCP, is a well-respected Physician Specialist with more than 40 years of professional experience in Ghana, Nigeria, and the United States of America, and has also served as a part-time lecturer of Medicine and Therapeutics at the University of Cape Coast School of Medical Sciences.

Non-communicable diseases are a major concern in Kenya, with a staggering 50% of all hospital admissions and 27% of all deaths being attributed to these chronic diseases. These include cardiovascular complications, malignancies, diabetes, and COPD, all of which share similar risk factors. Non-communicable diseases (NCDs) are estimated to make up 84% of Mauritius's total burden of illness, the major causes of death being cardiovascular disease, diabetes, and cancer. Apollo believed that Mauritius serves as a strategic location, as it can meet the medical needs of its local population and treat patients from the rest of the African region.

Hence, complex or life-threatening conditions and related laboratory work may need to be referred to other, more advanced nations for treatment. Hospitalisation or evacuations to the United States, Australia, New Zealand or India for serious medical conditions and treatments can cost thousands of dollars.

In 2016, the Samoa Governance Support Programme was established by the Governments of Samoa (GoS) and Australia (GoA). This Programme was created to support sustainable and inclusive economic growth driven by the private sector and improve economic governance by addressing issues that can affect the effectiveness of the public sector.

The GoA wanted to investigate the feasibility of establishing a world-class tertiary referral centre in Samoa through a Public Private Partnership (PPP).
